There are probably bits of it left behind in the registry. Before you go messing in there though, i would try installing Norton again....the exact same version if possible....and then do an uninstall with the uninstaller that comes with it. That should solve the problem.
If not, you are going to have to get a registry editor and hunt down any traces of Norton.

Installing it again would do anything but make his computer even more messy. The registry cleaner mentioned above will probably do the job. If doesn't, open the windows reg editor, search for norton and delete manualy every entry you find. It won't cause any problems as apparently you don't have the program installed on your computer anymore.
Loops, just reinstall it when you get that message. That will probably solve your problem.
