What did Leeds actually get away with? Did they do something that many other business don't? Didn't they repay what they were told to?
My understanding is that a group of Leeds fans paid the £165 owed to St Johns Ambulance anyway. No harm done there then.
Have you got a list of those "many businesses that were forced to close"?
