Israel had not retaliated for any of the Hizballah provocations since the 2000 pullout, but the 2006 one was one too many. Where did you get this "planning a war anyway" comment from? Watching Al-Mannar again? This would explain how you could come up with the suggestion that Israel needs "permission" from the Lebanese government to attack Hizballah.
