I think the odds are that Berbatov willl be sold this summer, if Levy's asking price is met (but not otherwise). But if so, the money will likely be spent on a new striker (David Villa for example) and one or more players in other positions (e.g. a DM and/or GK) - it won't be used to repay the bank for Modric's fee, because we don't need to do that.

Hypothetically speaking, if berbatov throws his toys out the pram and starts not showing up for training or visibly using the press to put pressure on the club to accept a move, I think levy's price will be driven down. These days, players have all the power in the world. If berbatov were to do these things this summer, ramos would tell levy to move him asap.
all in all, there is no way levy is going to get his 30-35 million quid if berbatov were to move as is reported in the press.
