Eh? That rule outlines two scenarios. In one scenario a player uses his hand to prevent a goal (i.e. clearing a shot off the line) in the other, he uses his hand to stop the ball reaching an attacking player and presenting him with a goalscoring opportunity (think Dawson in our game against Spuds).
It absolutely does not include a longrange effort hitting a defenders arm, with the keeper another ten yards behind him. When did you
ever see someone getting sent off for something like that?
