Physioroom.com reports that Arsenal had 60 injuries last season, United had 53. Liverpool and Chelsea both had a lot less, and not so many long term injuries as United and Arsenal.
So in a way Wenger is correct - Arsenal did have a lot of injuries, certainly compared to Liverpool and Chelsea - they also got a few dodgy decisions from refs, notably against Liverpool in the CL - however United had just as bad injury problems and I wouldnt say we were any luckier/unluckier in terms of refeering, not in the League at least. United's squad was just far stronger.
In a perfectly just and fair world I think Arsenal would have finished 2nd in the league and been the runners up in the Champions League.
