That's no different to what the papers have been saying all along about Spurs intentions. They have said for weeks that there was one price for an English team and another one 5-10 million cheaper for a team on the continent.
I can't see Barcelona or AC Milan putting in a bid of 25 million when United's bid has been rumoured at 20 million. If Levy wants to piss off United he may have to accept a bid a lot lower than 25 million.
