But he has a german passport through his mother and obviously EU citizens are treated as one state for employment purposes, so there should not be a problem(we signed a finn and a belgian recently, both 16).

I beleive he flew back to Manchester in May to sign the contract before those new rules came into effect. If that's true, he's got a signed contract, he's got an EU passport, but there's still a hold up.
