I'd welcome it if someone could prove that retribution reduces reoffending rates. However, I suspect the correlation is closely tied up to the manner of retribution and its implementation.

They found a coding error in their analysis later on. There's a Fed working paper somewhere. Intuitively though, it sounds possible.
