Has Fireman Sam Always Been Welsh?

Noticed the other morning when I was watching TV fireman sam was on so thought "Better than all this news bollocks I'll watch it"

Cringeworthy, truly.

Anyway, was he always Welsh? I don't remember him being Welsh when I was a kid.

To be fair they gave Superted an English accent when they moved him to normal tv. But Fireman Sam was always Welsh - do you not remember Norman's Mam yelling his name in a ridiculously strong Welsh accent?
