Rooney did not seek to come infield at all. He was running up and down in straight lines.
He can cut in when he is running with the ball, like Ronaldo frequently does and the attacks the penalty area with the ball. That part involves outsmarting your marker. And another instance when you cut in is to receive the ball from MF which given our low possession obviously did not happen.

Football is also played without the ball. What is so surprising is that Wayne's movements off the ball never really took him infield. He never came into a central position to receive the ball.

Not when the MF is struggling to get hold of the ball. Both Tevez and Berba where anonymous figures in second half due to this reason.

Basically the team as a whole failed against Liverpool, there was no movement from full backs which affected wide players, poor passing from the midfield with Tevez and Berbatov fading away as the match progressed. Whereever Rooney or Tevez had played on the day it wouldn't have worked out.

An inform Rooney with an organized midfield and supply line is more than capable of playing anywhere in the attack.
