That's a bit of a sweeping statement which implies that there was more to the relationship than was actually the case. Hitler provided Franco with desperately needed supplies for use during the Civil War, but when it came to WW2 Franco understandably wanted to limit Spain's involvement on the back of the terrible destruction witnessed from 1936-39. The two entered into negotiations over Spanish participation, but Franco made what Hitler saw as insulting demands for armaments, which pretty much brought an end to any co-operation between the pair. In fact, Hitler later famously told Mussolini that he would rather have his teeth pulled out than have to speak to Franco again.

Franco was in fact much more substantially bankrolled and supplied by the USA, who saw great value in the his anti-communist agenda. This was highlighted by the 1953 Pact of Madrid, which exchanged economic aid for the Spanish hosting of US military bases.
