    Is he so naive that he really thinks that dropping the higher rate of tax is going to encourage these people to declare their incomes fairly and pay the income tax rate? If so what an idiot.

    Shocking budget and the Tories are paying for it in the polls.

    Its really easy: Tighten the legal loopholes and audit people properly. If someone tries to evade tax they should be fined and also pay ten times more than they attempted to save through illegal means. Get caught fiddling a second time and a custodial sentence should follow.
