A lot already committed to other youth tournaments this summer with the u20 and Toulon tournament being on. Few players not involved for sides here due to being involved with those earlier on. Would imagine England would have had similar issues.Starts far too late, should be the last year it happens this late. England bodged their qualifying group but would have struggled to get a squad together because most would have opted to tour with their clubs.
They would but also players like Gomes, Garner, Greenwood at United would have chosen to tour with their clubs in an attempt to get in the first team reckoning. It happened last year after the World Cup but because some many senior players were on holiday there were loads of youth players in the PL tour squads. Alexander Arnold ducked the tournament in 2017 when England won it to go on tour with Liverpool and try to get in their first team. It worked for him. O'Connor (captain) and Afolabi, who looks excellent, got screwef by nonsense yellow cards from the ref are out of the semis though.

Italy has 5 titles at the under 21 too. Ok maybe you wanted to say added with under 19 titles though. Not important.Spain has won the Under 21 and 19 Euro this year... Just amazing and it's the country with more titles: 5 Euro Under 21 and 11 Euro Under 19
