Seriously, the guy was first to score at least two goals in four consecutive World Cups, a feat no one else equalled until Klose did. Not Pelé, not Maradona, not Baggio, van Basten or Ronaldo. We had to wait for Klose.
There's a more appropriate question: os Klose an all time great? He sure has all the records, but outside the World Cup his career is a bit meh. So no, I wouldn't say so. Seeler though is an all time great for his club, his country and, through his exploits as striker and captain for them, an all time world great.

If you acknowledge someone was indeed a great player (as you do) + that player was great for over a decade amassing a considerable body of work (i.e. not some short purple patch) + that player was sensational for both club and country (i.e. not a tournament player, nor a no show at the international events), what else do you need to be an all-time football great, inho?
