Definitely mostly on Shaw, incredibly weak to lose the ball out there.
Heaven is young and inexperienced, they'll hopefully look at it after and he'll figure out when to engage. Collins did the exact same last week vs Spurs, waited too long to step across and Simons scored.
I think Vidic was really good at dealing with these, he used to angle his movement slightly away and then cut across the player with the ball to block the shot.

Exactly, the level of aggression in what he did, running towards him and grabbing the throat makes it a clear red card.
It's not even those where the laws give the ref wiggle room to interpret, it literally says:
A player who is not challenging for the ball will be sent off if they:
-clearly make forceful contact by holding or grabbing the throat/neck area, or gouges the eye of an opponent or any other person
