Hypothetical: Transfer window every 2nd summer

Completely hypothetical but how would that impact European football? Maybe the non-euro/world cup years. Assuming clubs would be allowed to register free agents every summer.

Would it be better for the smaller clubs who have their talented players bought as soon as they give off a whiff of promise?

Better for the youth system, as the clubs can't dip into the transfermarket every 6 months and actually have to give their young players a chance? I think Chelsea are benefitting from this right now, where the transfer ban has meant the manager has to maximise the resources he's got at hand.

How do clubs structure the player contracts? To expire the year there is a transfer window or the other way around. What do you think it would to to player wages and transfer fees?
