This part sounds like face saving from Mendes. Making him a martyr risking his future business with Man City.
If it has been all summer, I doubt we would leave it this late. It's only clear this past week with Ronaldo exclusion from Juventus game that he's moving. I can suspect Ronaldo-PSG was in their mind until Messi switch. They're just weighing up options, and us being the best solution at this stage of the window. Not some thoughtful Mendes' moral driven motive, holding out until us changing our mind.

I should have worded it better - the fear was that Ronaldo would not be allowed to leave Juve (i.e. Juve would not want to sell or would want too much money) and we allegedly did not want to get drawn into negotiations (that would inevitably become very public) only to get stung.That doesn't make any sense. If Mendez was doing that, surely it is because Cristiano asked him and he really wanted to leave Juve. How is it possible that United continued to believe or doubt Ronaldo's tenure at Juventus?

Bit confused about your post here - I was clearly offering my opinion that PSG was likely the ideal option that Mendes was targeting, but that obviously became a non-starter when Messi went there. There were reports last summer that Mendes had offered Ronaldo to them (PSG) and they declined because they already had en eye on Messi's free agency. Not that hard to draw a line of logic between last summer's reports and the reports that Ronaldo had decided to leave Juve this summer and make an educated guess that he and Mendes had a plan that blew up when Messi left Barca.According to whom, you can't just make stuff up and pass it off as fact. I left for work this morning amidst the rumours/talk of Ronaldo going to City. Actually had a chat with a City fan, who was quite happy to gloat that they were getting him. He spent an age talking about lineups and where they could fit him in, and what a forward line it would be. "We don't even need Kane now that we've got Ronaldo".
Walked to my car before making the journey home and thought I'd check the football news. Saw the words Ronaldo and Manchester and thought that this was confirmation that City had actually got him...and then had to sit down when I saw "United" in the headline. Must have read that headline about 4 or 5 times before I understood it. Checked several other sites to see the same thing and spent about 5 or 10 minutes in the car, engine off, scrolling through that now famous RedCafe transfer thread. My smile grew wider and wider with each and every page.
Did not wake up expecting this. What a day.
