FIFA and the FA explicitly state that players under the age of 18 can’t sign contracts longer than 3 years. I don’t understand how he would sign a 4 year contract then.

It is probably a pre-contract, I imagine it will kick in when he becomes 18 with improved terms up to the point.
That would still be the same as signing a long term contract at 17 which isn’t allowed.
FIFA laws state any clause referring to a period of over 3 years isn’t recognised.
