If they expect heavy fines (limiting their allowed spending) or transfer bans, they would spend what they can nowI think spending 130m on Anderson is exactly what they would do if they no idea what the end result of the charges might be but want to secure a top target early just in case things go badly.

“Like a criminal” would mean they have been found guilty of a crime, the literal definition of a criminal.
Currently they are innocent which in a democracy thankfully means not punishing in the absence of proof and a conviction.
If you stopped them spending and they were eventually cleared of the charges you would have one almighty lawsuit on your hands.

The Premier League have to realise for the good of the league City’s owners should be forced to sell the club and banned as owners in the UK. If they want to go off and buy another European club so be it. This scenario will never happen because anyone close to it will use it as an opportunity to get rich.

I think that is too short a period for three legal practices to examine the more than half a million pieces of evidence City presented in their defence.
Assuming each item takes an average of an hour to resolve, over 500,000 man hours split between three law firms with a large staff is a lot of work to wade through.
My prediction is June 2028, making it 3 years 9 months before the verdict is made public.
