Blind was fouled before his tackle and the penalty decision was wrong. Basically Chelsea got a goal and an extra red card for free. Most likely Blind wouldn't have gotten a 2nd yellow is he would have gotten the foul.
You're getting confused. Goals are disallowed if the ball touches a hand of a player on the scoring team in the buildup. Like there and like with Mane vs United.
