They smaller nations won't vote against him because he's promised them they will get more money, to do that he needs to make the WC bigger, bigger sponsorship deals, more teams, more games, higher ticket prices..

Their portion remains the same, but in relative terms they're getting a bigger slice of a bigger pie.

Once all that keeps happening he'll keep getting votes.
