I think it's more that England think they're similar, so Bess's extra batting and fielding gets him the nod.
My pick for next captain is Burns. Reasonably established now, opening bat, captained for Surrey so has some experience.
Not sure you can give it to Stokes and Buttler is nowhere near secure enough in the team.

They clearly aren't though. Leach is a far better bowler & Bess a slightly better batsman & much better fielder.
Leach has had his chances in test cricket and hasn't shown anything more than Bess.
