To be played at the exact same times as the national leagues each week:Surely UEFA/FIFA imposing any ban will pretty much make the league go ahead.
Likewise any national leagues impose bans and it won't just be a mid week CL replacement it'll be a 38 game league instead.

I'm not sure what point you're trying to make.As usual, the truth is somewhat in the middle. No, lawyers can't guarantee anything but sometimes it can be clear cut. Such as companies knowing that the fine they'll get will be less than the profit they made by breaking some rule.

Our own football association have come out and said they support the UEFA and will even stand behind them if they ban our own players from competing with the national team.

I don't think this notion by the poster you quoted is as unrealistic as you argued. I'm not saying it applies all the time but there'll be plenty of cases where companies do something exactly because they know the legislation allows it.I'm not sure what point you're trying to make.
There will be legal challenges to this, from both sides and that creates uncertainty, both in terms of the outcome and timescales in getting it resolved. Uncertainty potentially impacts, in this instance, the ability to generate income for clubs who I suspect can't afford to see such streams interrupted.
