Should definitely be some sort of ban or at least restrictions. Think the odds of getting stuff should be shown as well and explained properly so kids can understand. E.g in FIFA, should say 0.00001% chance of getting Ronaldo/Messi (This means you need to open 1 million packs on average to get him etc'.
I think there should be an outright ban for minors as well as making the game 18+. I agree about showing the odds, but knowing the odds doesn't stop people throwing away cash on roulette.

Also, YouTube should be made to age restrict any pack opening videos on YouTube.

Most people probably don't know/understand the actual odds on roulette bar 'its in the bookies/casinos favour.' Can't see any ban being enforced for under 18s unless they made Ultimate Team locked by age but would be hard to enforced I guess.

The House of Lords Gambling Committee says video game loot boxes should be regulated under gambling laws.

The Lords say they should be classified as "games of chance" - which would bring them under the Gambling Act 2005.

"If a product looks like gambling and feels like gambling, it should be regulated as gambling," their report says.

And they warn that such a change should not wait.

"The government must act immediately to bring loot boxes within the remit of gambling legislation and regulation," said a statement accompanying the report.
This would be huge!

Oh please lord let that be true. Want Ultimate Team to be brought to its knees, easily the worst mode in FIFA which has caused the rest of the game to stagnate. Let them finally focus on adding to the gameplay, improving career mode, and enhancing Pro Clubs.

Anything that would feck over EA's gutter scum business model would be fantastic.

I want all the UT fanboys in tears and the devs actually forced to improve the gameplay and the other modes for a fecking change.

Hopefully other countries follow suit and this is the end for FUT. It's not even enjoyable for most people, just highly addictive. Would love Fifa to put more effort into career mode and also bring in classic teams like in NBA 2K20.

Something needs to be done, FUT clearly takes advantage and milks people for their money.

Buying packs is pretty much gambling imo.

It would be a huge blow for EA as I think UK generate the most revenue for them via in game micro transactions than any other country.

It’s exactly the same thing though. Think about it. There aren’t many loopholes EA can use as they tried to pull something similar in Belgium if I recall correctly and got swiftly told to stop or else severe consequences would be handed down.

Should be the case that the games are rated 18 if they feature gambling elements. Just seems like a massive oversight in terms of regulation.

I know it wouldn't stop it happening but it might make parents think twice.

Remember getting Ronaldo in a pack circa Fifa 12/Fifa 13 which bought funded an in-form Serie A team for the ages but as has previously been said it’s not actually an enjoyable game mode but a highly addictive one.

I squandered loads the year after looking for pack luck; fortunately it’s disposable income but kids shouldn’t be targeted the way they are in this mode.

I think they could get around it by making it like other games where you have to pay x amount to buy a new hero etc. They could make it that you could buy Ronaldo for £5 or whatever. As long as all element of chance is removed which is the problem with packs/loot crates etc.

I don’t see how this would change anything other than having an 18 label on the box. What percentage of their income from this was from under 18s? I bet it’s very low in comparison to 18-40 year olds with good incomes that absolutely plough through it.

This could hurt EA financially and rightly so.

I've played UT since Fifa 15 and the pack opening etc is very addictive, too addictive and sets a dangerous precedent with the younger generations.

How it hasn't been regulated and been termed as gambling until now is beyond me but I'm glad it has been now.

instead, you can gain transfer funds by playing the other modes - the more games you win, the more funds you generate, you get bonus if you score different types of goals or save penalties etc. It should be more of a play to build perks type thing for kids. they can learn that you get things by working for them and can save their credits up to buy ronaldo or whatever

The only way around it for EA would be to switch to selling player cards. It's not gambling if you know exactly what player you're getting when you handover the money.

Then it becomes pay to win in its absolute purist form, without the gambling in the middle.

Problem is, there is no way EA will charge something like £5.00 for Ronaldo. Everyone would buy him. He’d have to be priced into hundreds of pounds like he is on the black market.

They could sell packs of players, you see who is in it before you buy and it costs are varied.

you could also extend it to buying packs of your favorite team, even teams of years gone by. So for example if you’re scouse you could buy the current Liverpool team for like £40 or something like that, you could buy the Suarez team for like 20

It appears the Ultimate Team game modes continue to rake in huge amounts of cash. According to their recent financial reports, EA has reported record numbers in the year 2020.

Across all sports franchise titles, including FIFA and Madden, EA generated a total of $1.49 billion through the Ultimate Team platform --- which is a $120 million increase on last year's revenue total of $1.37 billion.

EA will be literally the very last gaming developer to change their malign money making practices. They're the scummiest of the lot.

Pretty much every other major game that has loot boxes has already ditched them in favour of just outright selling skins and/or gone the Battlepass route. Cod, Rocket League, Valorant, Fortnite already all have that sort of model.

The only other major game I can think of that still has loot boxes is CSGO. But then they have a much more mature audience than Fifa UT.

How about £10 gets you £10m in-game transfer funds, £20 gets £20m and so on. Completing in-game tasks can get you extra.
Then you can spend this on players via a transfer market system that’s always based on real actual current market value of players.

Yeah and your club has a limit on how much you can spend per season, if you win your respective league or get into top 4/promoted your limit goes up for the next season if you spend more than your limit then the EA FFP can exclude you from competitions or free giveaways for a little more time period. :D

The government wants to ensure that children do not come into contact with incentives to buy in video games with a reform of the Youth Protection Act. The Bundestag passed the amendment on Friday. The Family Ministry had initiated the reform of the almost 20-year-old law.
According to attorney Julia Maris, the law will affect age restrictions. "Online games or other applications that use lootboxes or similar in-game offerings would likely be classified with an age rating of 18 or older," Maris tells SPIEGEL.
The reform would therefore also affect games that were previously classified as harmless, such as "Fifa 21". The soccer simulation is currently approved by the Entertainment Software Self-Regulation Body without age restriction. But since the collectible mode "Ultimate Team" offers card sets for purchase by default, that could change. In order for video games to get an age rating for children, lootboxes would have to be disabled by default.

Which means nothing as they can just buy it on the store, or get their parents to buy it? (which they will be doing anyway if they're under 18)

Nobody has ever taken them seriously. Just look at the crazy amount GTA makes from online and most the people playing are kids. I was playing GTA 3, when I was about 9.

Should just be banned outright, the gambling in CSGO websites turned out to be a huge scam not the same as these corporations as they were third party, but there's no need for these loot boxes.

The free to play model is great and can easily be used without resorting to these methods through skins etc.
