@Spiersey , here in PT we have a "state sponsored" betting bookie.
The first problem is that the odds are usually a bit shitty, but sometimes it has some good offers on the portuguese lower leagues markets and sometimes on basketball (but they don't have WL markets, but WDL), but you will not be blocked if you win a lot of money. You still have betting amount limits, but they are pretty much high.
The second problem is that you have to register the bets at shops, just like you do with the lottery / euromillions (it's the same institution).
The third problem: no live markets. Just pre-match.
In this case you just need to get some trusty people to serve as proxy.
