Freekick "cheat"

So i have been noticing a thing in this world cup.
Latest right now at the Russia goal.

At freekicks the ref put down the white foam and the wall has to stand behind it.
Then the player who takes the freekick moves the ball backwards so the distance between the ball and wall is longer.

Is it cheating or just a smart way to use the rules?

The refs are meant to make a mark where the ball needs to be placed on aren't they? Seems like an easy thing to enforce

Cheating of course. Ball should be where the freekick was conceived.

This has always been a thing way before the line spray came about. It used to happen more often when there was a freekick around the edge of the box, the team with the kick would want to move the ball away slightly to help get the ball over the wall and back down in time to keep it under the bar.
