I don’t really know what the best solution is, some sort of weighted system probably.
What is very clear however is that the current setup is just plain not working. Corruption will always exist in these kinds of organisations but as we saw with Blatter and now Infantino, it is incredibly easy to buy people off and cling to power. The worst thing is it’s not even subtle. It doesn’t have to be.

Have they? I've seen them say the boycott isn't off without further assurances and that they want Infantino to go but I haven't seen anything saying the boycott remains unless he goes.

Prince Ali, who ran against Infantino for the FIFA presidency in 2016, had issued an explosive statement earlier this week over his running of the organisation.
He accused Infantino of delaying prize money payments and refusing to address the problem unless Jordan endorsed him for a fourth term at the helm of world football.
But how do you that in practice? Start a new organisation from scratch? That takes time and a lot of balls from the organisations that separate from FIFA. You know FIFA will be furious in their response and probably go the legal way and block any new organisation every step of the way.
I think the big boys in UEFA just want Infantino gone and try to get some compromise candidate in.

Argentina FA back Infantino? I for one am shocked
Very hard to do in practice, but probably one of these two options would be better than whatever we have now:
1) Decentralize the power from the president. President should still have power, but not be close to omnipotent. Maybe a 'primus inter pares' (say similar to SCOTUS) with the organization being lead by a committee of him, secretary general, heads of confederations, and some club and player representatives (say FIFPro). No veto cause then you risk becoming impotent like UN is.
2) FIFA being broken into several organizations, each of which specializes at something. Say, the organization that organizes the world cup is not the same that gives money to federations for football development (so you do not get blatant corruption like vote for me as president, I'll give you money).
In either case, strict term limits (maybe a single mandate of 4-6 years), so the power cannot be accumulated.
Most likely either of those options would bring a lot of unforeseen problems, but it shouldn't continue like this. Havelange was more corrupted than Trump for example, Blatter surpassed Havelange in corruption, and Infantino is ever worse. Except boxing organizations, I would struggle to name some organization who is as corrupt as FIFA, and this is clearly a systematic problem, not a problem of Infantino. Replacing Infantino with someone else, and changing nothing else, will likely cause the same issues later.

The only thing keeping UEFA under FIFA is self-interest
It's largely due to how impractical it is on short notice. There is no easy or quick way to decouple from FIFA becase for example the registration of professional players, referees or executives globally as well as the regulation of transfers is done through FIFA legal and technical framework(FiFA connect program). Any confederation that leaves FIFA needs to create its own framework and convinnce outsiders to join it, unless every other confederation leaves and "copy & paste" existing agreements.
The easiest way to go about things is to either convince everyone to leave FIFA and join a new organization that uses existing agreements or get rid of the current administration. The latter is the easiest one.
