You have to win them to qualify for the Champions League tournament proper. The goals scored in them don't count towards Champions League goal scoring totals which says it all.
Its the same as World Cup qualifiers, they're officially listed as World Cup qualifiers. But if you lose the qualifier/play-off then you haven't actually qualified for the World Cup have you?
