Yeah Tchouameni and Fernandes give us a nice balance of proven at big club and CL, paired with someone who has experience of playing in PL. To be clear I believe Ugarte needs to be sold, and three midfielders need to be added. That would leave us with (for example) Tchouameni, Baleba, Mainoo, Mateus F, Bruno, and Mount for 3 positions. But Mount has positional flexibility and would offer us coverage for the LW slot. That mix of players gives us significant tactical flexibility too. It's 200m+ in CMs, but it is needed. Offset by fees received for Hojlund, Rashford and Ugarte, plus the massive wages of Casemiro gone. If we then signed a left back, and perhaps a veteran CF, we'd be in good shape for next season. Not perfect, but significantly closer to where we need to be, and with our biggest weaknesses addressed.

Stephen Hawking had a better range of passing than Ugarte.How is he that much different to someone say like Ugarte? Fernandes seems to a be a player who like to hunt the ball go up and down the pitch with no extra passing skills. Is he worth 60m?

Fernandes has the potential to be a top CM and Tchouameni would add a bit of experience that we will be lacking in the middle once Casemiro leaves. I think people are severely underestimating the importance of experience in this position. While Baleba and Fernandes for instance might have the required skill set on paper, them along with Kobbie is a severely inexperienced midfield.
If we could get Baleba as a 3rd CM, that would be great but I don't think we'll have enough money for 3 CM signings. I think it's more likely we promote one of Thwaites/Tyler Fletcher. So Tchouameni and Fernandes must be our top 2 CM targets this summer.

Fernandes. Kees Smit brings the passing ability that Fernades doesn't quite have plus he is also a great dribbler and combative. Able to play the 6 and 8, he will also help us control games. If we bring in M.Fernandes, then no-one in the midfield bar Bruno is great at progressing the ball through passing. Kees Smit, Tchouameni + Baleba/young DM would be be an incredible window and total upgrade of our midfield.

Fernandes doesn't seem to stand out, it's a gamble. He mainly just keeps it simple, we need someone with experience who has a range of passing abilities too.
Baleba yes because he is a true number 6 with pace, power etc. But again no experience along with Maino.

Obviously he doesn't have the same line breaking passing ability of a Wharton or Scott, however believe it's an area he's definitely young enough to improve onI'd question how much you've seen of Fernandes, if you think he doesn't have the passing ability. Also, I think it's a bit of stretch to say that Smit is a great dribbler or combative. Especially considering that he is playing in the Eredivisie, his duel numbers aren't great. And that's definitely something the club is paying attention to.
