Ah, I missed this part but if he's counted as a senior player then would 30% requirement matter?
He already has 6 GBE points for making his senior debut. But to get any further points as a senior player, he'd need more Serie A minutes:

I think it's fair to say it's impossible for him to achieve 60% of available Serie A minutes with only 4 weeks left of the year.

His qualification for a work permit will depend on his Primavera 1 minutes in the second half of last season plus the first half of this season.

Just looking into it, Atalanta have played ten Primavera 1 games this calendar year. They also have one more scheduled for 18th December. So that's going to be a total of 990 available minutes between January and December 2020. Which mean Diallo only needs 297 minutes to meet the 30% threshold. A bit of investigation on Transfermarkt tells me he has 514 minutes already.

So... yeah. I think he's okay. He has least 52% of u-19 minutes played in 2020, even if he doesn't step foot on the pitch again for Atalanta. Those 24 GBE points should be fairly safe.

I think,we did right business this year with these potential restrictions coming in place by buying and recruiting a lot of European Talent. I hate to say this but good work Scrooge McDuck

Think the u18 rule is quite a good rule to be honest, especially at the bigger clubs not sure that many young players come over and actually make the grade, would always advise young players to be playing football every week rather then stuck in academy football. take Bellingham for example if he was at utd or city academy he would more then likely still be in there rather then playing for dortmond. lets take Mejbri as an example here would more then likely be starting at Monaco if he was still there,

We are going to see them hoarded by the top clubs. The gloves are off which is ridiculous since the current process has developed a fantastic generation of English talent.

Where are the rules for employing foreign coaches/managers?

They have to have worked for 3 of the last 5 years in one of the top 33 leagues in the world.

Similar to player work permits there will no doubt be an appeal process as well. It’s something PL clubs really won’t have to worry about. It’ll be more likely just that League 1 or 2 clubs can’t sign some foreign managers from low levels but that really never happened anyway.

Very intresting how this will affect clubs.

Some of the top teams will have to change their strategy when it comes to academy. Including us. There will be fighting over good young UK players.
