Sponsorships from the UAE pays for all that. And of course, the players and staff agree to relatively low wages because they love the club. They love the club so much, that they agree to take on extremely lucrative side contracts to promote them (as per Mancini's contract).

I don't think anyone would disagree with the idea that being more successful will lead to having more fans, but that's not really the issue here. City fans had a history of saying they were the best supported club in Manchester even before they were winning trophies. Nobody really cares that much about them not actually selling out every game, it's just a bit funny to laugh at. You'd also see them announcing all tickets sold when the stadium would show a few thousand empty seats every time.
The whole glory hunters thing is a bit overdone and it implies a lot of us non-English are in fact a bunch of glory hunters. I believe most fans of teams outside their region are drawn to certain teams either because of the way they play or because they have some players from their country. Then they stick with "their team." I think City's lack of fans tends to support that belief.
