Tbf When Varane first signed he was behind Pepe and Ramos, he was mostly a rotational player until Pepe left.
Fair enough. It was statistically established last season that City CBs had to perform very few defensive actions when compared to United.
I think it has more to do with the appointment of the Director of Football. Why would an owner not want to invest?

Super signing, strengthen our CB partnership is a key, Dias & Stones formed a very solid defensive partnership that was key for their domestic & continental success, we need a solid CP partnership at CP, Varane can be that with Maguire.
Was Shaw really ”injury prone”? The guy got his leg literally snapped in half and that unsurprisingly took a long time to get back to full strength with plenty of niggles along the way as you’d expect.
The key will be his partnership with Maguire. On paper they should compliment each other well so fingers crossed that's our cb issue sorted for the next few years. Lindelof and Bailly/Axel are decent backups as well.

But yes, from a future transfer perspective maybe it is good that clubs don't have us over a barrel. But the fact that we miss the deadline for Sancho and failed to negotiate the price down shows more ineptitude last year. He could've been the difference last season.

Its very easy to see how many minutes they played in comparison to the minutes Sancho would've played. Poor comparison.
Also, hadn't we already signed VDB before trying to get Sancho, so you can take him off the list, not signing Sancho he had zero impact on us getting VDB.
As they say in America, Varane is more a 'win now' signing (and a terrific one at that). White is going to be quality in time - interesting that Brighton inserted a sell on clause, they clearly think he'll move on to bigger things than the Gunners.
