Fan led review has forty something recommendations. Owners need to be fit, pass various standards. I don’t see a 51% recommendation. But what does it all mean? Shutting the stable door? Or a new era where the voice of supporters are listened to? The Guardian report steers the emphasis towards less turbulent waters. They don’t want any boats rocked?
