Maybe because Football truly unites the whole nation in Brazil. During that time maybe the killing stopped or slowed down, because it's party time for the whole nation.
Not really. It's not public information for obvious reasons, but the government had to make several concessions to criminal organizations for them to stay put during the event.
Football doesn't come before crime to these guys...

Do go. The homicide rates are high, but like in a lot of countries they happen in the outskirts where tourists don't come close to setting foot, and are gang related.

If you stay in Rio for example, in the zone where most people stay, the crime rates are similar to any large city. You can get mugged, but its not like its super wild out there.
You may be talking out of your own experience but that's completely false. Downtown Rio is way more violent than any large first world big city. You are not really safe anywhere in there.

Why is there a lot or crime in south america? It's easy. Lack of education due to populism.

Here in argentina many generations are lost already. They are like living zombies.

And there's a culture of appreciating the art of no progressing in life.
