Apparently City and us are interested in him. Plays for Velez, is 18, quite the prodigy, and has a release clause of only 16 million.

My guess would be loan that can become permanent in case City doesn't show interest in bringing the player back.Allegedly the deal is close to being finalized and Sporting get the player for 2 years.
