The only consideration from the player should be game time and a pathway to the first team.Lots of young centerbacks were signed by big clubs and loaned out because, while talented, they weren't quite ready for a starting role (and being a backup would have hindered their development.) Like Bastoni, who was signed by Internazionale and loaned back to Atalanta followed by a spell at Parma. Or Saliba, who was signed by Arsenal and loaned back to Saint-Étienne followed by spells at Nice and Marseille.
- Signing for a club that is greater than Tottenham and Forest
- Signing for a club that seems to be on a better trajectory than Tottenham and Forest
- The chance to get fast-tracked at a major club if they do well on loan
- A more lucrative pay package in comparison with what they are currently on
They can stay at Tottenham and Forest if they want to, they're not obligated to join Manchester United.
So in your specific example of a player loaned already loaned out. Why go to a club that’s not going to play you? Be better to stay where you are, and be able to look at a team that will play you in a years time.
There are examples both ways, but we already have Heaven and Yoro. So it doesn’t seem like, either the right profile of a player, and not one that would be of particular interest to them.
