Dont really get what they've seen in Chong. Still a very raw player, but do we think he has a very high ceiling level?
He was really highly thought of in his mid-teens; got a bad knee injury about 2 years back, it's possibly affected him a lot. Gomes and Greenwood look far, far ahead of him technically.

He's still doing great in the U-23s apparently - maybe a change of scenery and an easier league will do wonders for him?

So far the senior level just looks way too much for Chong right now, might be able to cope eventually, but looks way off it right now. Such a shame, but it happens.

Better league? He looks lost in the premier league, so why would he want to go to a better 1?

Regarding Chong, he's not good enough for Norwich let alone United. I'm glad we're not giving him a new contract.

The only viable strategy I see from European clubs buying young British talent (most often as they wind down their contracts or due for renewal) is to acquire them cheaply, albeit with somewhat lucrative contract offers, but then sell back to PL clubs at vastly exorbitant transfer fees, recovering their contractual layout and making a tidy profit as well. Jadon Sancho being a case in point. Do they have any real intention of keeping these players long term? Not likely given the riches on offer from the PL gravy train! It's a well thought out strategy and whilst the Raiola's of this world are operating I can see it gradually becoming common place.

The whole fact a player can negotiate with a club outside their current league 6 months before their contract ends also goes in favour of clubs who might look to adopt that strategy. Take a punt on a Pogba or a Sancho for a low fee and above average wages and hope to sell them back at a later date.

Same reason why Chong might well be a canny bit of business for Inter. Probably a total outlay of 22 mil or so over the course of his contract and the potential to sell him for a lot more if he does well during that period. If he doesn't work out then its not the end of the world and they can probably sell him back to a mid table PL team.

Maybe conte is playing 4d chess. Let me dump all these crap players at inter Milan go get the job at united with a clean roster. Wins the title in his first year with boring football gets major extension . Get fired in year 2 and become rich af.

Or perhaps Conte is auditioning for the future United's manager role. It is his way of proving, if he can win the league with this dross, imagine what he can bring if he is fully backed.
