For now, the deal between Fulham and PSV regarding Pepi has completely fallen through. Talks between the clubs have stopped. Will they resume? It seems unlikely. Pepi will be part of the PSV squad tomorrow, barring any unforeseen circumstances. His trip to London has come to nothing and he is likely to comment on the matter later.

Why does it feel like this move has been on and off for about 15 years now?
Because it kind of has been like that for a while. Fulham have been interested in him for a long while but weren't willing to pay the high fee for him until now. When they do try to fully commit to the deal, the pre-agreement concerns come up.
 
The first-team sanction is a suspended 1-year transfer ban over 2 years, which means that they will only get that transfer ban should they breach the PSR rules again.
It will never not be absurd to give monetary fines for spending money illegally. What's even the point?
