Agreed it's not enough, but I think there are other implications. I think Juventus happily took the ban because they'd be in the conference leagueJuventus were banned in 23/24 for this, Chelsea got a fine back then too but hadn't qualified for the following season anyway so it's not the first time for them.

Does this mean Chelsea and Villa can't register any of their new players for European competitions unless they run a positive transfer balance (I guess taking both amortized fees and wages into consideration) this window? If so, Chelsea has some work to do selling players to get there as they've made 179m euro in buys and only 22m euro in sales according to Transfermarkt.

That's exactly what UEFA did in the past. I can't see anything confirming what they do with it now though.The fines are fine but the money should be shared equally between the clubs that took part in the competition that were clean and the fines should also be counted in their FFP spending in the next round with fines doubling for every repeated offence in the future. That way it helps their rivals and weakens them in the future.
In reality though UEFA probably keep all the money and the fines won't count towards FFP.

These fines kinda show that UEFA doesn't really care about fairness, they just want their cut.
