The whole thing is simple, it should not even be political. We used to be a filthy rich and as such we developed social welfare that befitted that level of wealth. We have declined as a country since then pretty drastically but continue to provide very high social welfare. They simply need some kind of peg to current economic forecasts, where the value of benefits changes every 5 years or so in line with how much we can afford to pay. As it stands we seem to be spending more and more whilst being fully aware we can't afford it.
