Penalties is the best way to decide it. I cant think of a better alternative. Maybe the Ice-Hockey-like Shootout when the Player are running towards the goal and are not allowed to move back, but i still favour Penalties.

Thats just not correct. In the NBA the players get drafted. The Shit Teams select the best Prospects. After their rookie contract they are either stars and go the big markets like Chi, NY, LA etc. to sign a big contract or need another few years after they try to get to a championship...
