I think that's the procedure. A couple of years ago Copenhagen found themselves in the same situation. Danish media thought they would qualify if their opponents was disqualified, but instead UEFA choose one team from the same country.

They made some fantastic sales last summer and didn't spend much. With the new tv deal in place it's no surprise they can afford it.

Seems like the best move he could make. Especially if Liverpool were his only other serious option. Interesting to see if he's little more than average. I'm not convinced about him.
