I think most would say we could add pretty much all the player's we've been regularly linked this summer and still not win the title, but could we....
So the rules...a mega billionaire comes in now with a team of experts to get deals done.
The rules..
1) We can't sign players who have just signed for other clubs, it almost never happens.
2) we can't sign players from Liverpool or City because it never happens
3) We can't sign Messi..! Barca wouldn't sell
4) We can't sign more than 2 players from any one team in England, Spain, Italy, Germany
Basically I'm trying to make this feasible! If I've missed some rules keep that in mind.
I think selling players or even giving away the dead wood looks hard so for this purpose let's assume we shift what we can, we stick in the reserves what we can't, i.e. don't worry about it.
Are there enough players we could get to form a team/ squad that could win the title this year.
Names springing to mind are..
Mbappe, Neymar, Sancho. Front line hyper upgrade
Fernandes, Saul, Kante decent midfield upgrade. Is there better to be had?
Koulibaly, Chigwell, Maguire very good defensive upgrade and cover.
Cover....Pepe, Neves
That certainly looks a team capable to compete, but wow that would be some serious wedge! And no guarantees either. A lot of players to make work in a system.

except I would replace Koulibaly and Lindelof with two others but by your rules I couldn’t get them in.
