It happens to me every couple of weeks. I assume it has something to do with mods banning someone's IP address, and it taking out other IPs within that range.

No, you can ban a specific IP or a range. If a specific IP was banned, then it will not effect the range. However, with most people having dynamic IPs, it can happen that someone else then gets that IP that is banned. AOL was always a serious problem in this regard, as they seem to throw IPs around willy nilly.

If you have a problem disconnect from your ISP and connect again. If that doesn't work you won't be able to read this anyway.
