I think the issue is simple. The board don't feel they have got value for money from the 350m+ they have given him. So they aren't going to break the bank for players they feel aren't top tier or who the scouts feel aren't top tier.
If Mourinho had mounted a serious challenge last season with his signings playing out of their skin, I have no doubt they would have gone out of their way to give him what he wants.

Glad people are finally coming round.

We spend for the CL money and even that is becoming less important because of the massive domestic TV deal and that in turn would become even more irrelevant if it ever gets to a point where United as a club negotiate TV deals independantly.

I can't believe people haven't worked this out yet.

People are taking my criticisms of Mourinho as a way of me shielding the board from blame. I couldn't think less of Ed than I do now. This clubs lacks vision and we aren't going anywhere as long as that is sorted out.

Hey, I started melting a while back and shall continue to do so until the season starts.
The board have done a terrible job. Instead of making the final push, to convert 2nd place, into 1st this year, they just gave up.
In pro sport, giving up, is unacceptable.
Mate you're free to believe what you want, but I think people on the Caf have a problem of painting our issues in huge swathes of black and white. The meltdown here is illustrative of that mindset. I can't believe things have gotten crazy enough that I am being forced to speak positively of the Glazers, but here we are. The blame ought to be shared equally by all those involved in the running of our club, from the board to Woodward to our managers past and present in the post-Fergie timeline. Placing the blame for our underperforming team squarely on the board's shoulders is a huge passing of the buck from the manager that I frankly find unacceptable and disingenuous.

As Stones says, the issue isn't that the money isn't there – it's that the club doesn't want to be held to ransom for players of a certain perceived level. Mourinho on the other hand could care less what we pay, he just wants the players he wants.

We have signed some pretty good players, though we can say we need proper planning and better execution and certainly a lot better tactics we have shown on the field last season and in preseason. Just hoofing the ball to nowhere and loosing posession in few seconds while defending all the time is not good enough one bit.

I disagree with your assessment. The root of the issues in our club right now lies within the board and the Glazers.

They are satisfied with a champions league spot because they view on the situation is (to paraphrase Ed) that they dont actually need to win things to make money and this is reflected in our transfer dealings this season.

Working simultaneously on sixteen potential transfers can’t be easy. Ideally we’d have deals agreed with most of our targets prior to the window opening, and then just confirm them when it opens. Then have a realistic first and second choice and do what it takes to land them. Even wait to the last minute, if need be.

I suppose a lot depends on whether the way things are reported are actually true or not, and we do tend to make a couple of early signings, so I’m not sure.

That's the catch 22 situation we are in, there are hardly any managers who can compete with the current bunch of competition we have in the league, who might play more ambitious football in big games. I don't think Zidane is ready to jump in this pressure and Allegri is not exactly who plays ambitious as well against total football. So Sacking him might not be the perfect solution for now though Jose certainly needs to find better ways on the pitch to get the best out of the bunch and show some ambition in big games, but it's the consistency which he needs to find in smaller games might be more crucial than just the big game for big honours.

I can feel a Fellaini moment coming on! So disappointed with Utd this window, but not at all surprised. If our football is as bad as the handling of the transfer window then we will be out of the running for the league ( and possibly without a manager ) by Christmas.
