It's wild how badly a yellow card version of a penalty is needed. I'm obsessed with the idea. There are fouls in the box that aren't called because they are penalties, and balls hitting hands in semi-natural positions, and it decides the game without allowing some opportunity for skill to be involved apart from the keeper choosing the right way and someone hitting the ball hard.
Either a shot from the top of the box, or even the top of the D with no wall, or you get to put the ball down (outside the 6 yard box) wherever you like for an indirect free kick.
You'd have to do the math and workshop it to figure out what exactly to apply, but penalties go in like 75% of the time so maybe something in the 25-40% range would be appropriate?
