Scouts watch video clips as well, if they couldn't attend the matches or if they needed to review something.
They would still need to review real match footage to apply context to the actions taking place. That's just a fancy way of saying you can't scout shit from youtube clips.

I think I read somewhere that they basically watch super cuts of all the actions a player is involved during a couple of games. If they think they see something in the player they will probably start watching them personally or send someone there who will track only the specific player with a camera for the entire game to better judge the player's behavior when he is not involved in any immediate action.

Oh my bad, I missed the context. With regards to touch, yeah you can probably determine how good that is from full highlight videos. I don't know how actual scouts do it but I'm sure they use video analysis nowadays, so something similar.

Neither are reasonable but in the end if you can afford it the question is about the player's quality and whether you actually rate him. Also they better be successful.

I have a good touch but I'm 40 with 2 dodgy knees and I can't run anymore . You see so much more watching a player live and that is why scouts go to actual games instead of sitting watching YouTube clips . You can make anyone look good on YouTube

Who has went for this amount of inflation though? This has been a shit transfer window all round and Arsenal rock up with what? The 4th / 5th biggest fee of the summer?
Big clubs seem to be calling smaller clubs bluffs on the outrageous fees. Its framed as mid table clubs not having to sell but its also mid table sides not getting what they asked for.
And up pops Arsenal. Their budget just isn't big enough for this. If he under performs they are screwed since I cant see them selling him foto a loss and spending the same again.
Its an outrageous risk

Arsenal are making some smart signings with a very limited budget. Surprised Lille accepted their offer if payment in installments.
