For a while I have said the same thing about close offsides calls. I think the bar for offsides during VAR should be that they check the frame chosen as the moment the ball is struck as well as the one before and after. If the player is onsides in any of those three frames it is onside.

I do think the punishments being soft is partly due to UEFA being afraid that if they push too hard a club will sue that FFP is against European law. They try to find the line where clubs will be fine with the punishment without really irritating them too much.

I believe they are appealing that they should be able to make transfers when their appeal is ongoing like real Madrid and Barcelona were able to. This would allow them to make transfers in the upcoming window so they are in a better position when the ban goes into effect.
