    just put a timing cap once the attacker started moving (eg. 3 seconds). The attacker will need to hit the ball within the timing, otherwise penalty retaken or forfeited. This can easily solve ridiculous multiple start stop or some other weird tricks to fool the GK into commiting earlier.
